The state of Vermont is continuing to weigh different plans to build a new juvenile facility in the state.Now, officials in one of the protentional cities said they were caught off guard and were confused over whether or not that decision had already been made this week.An article was published in a state-wide newspaper on Monday, claiming that Vergennes was chosen as the site. However, local and state officials told NBC5 that the formal decision has not been made yet.
